Mr Loayza has over 23 years’ experience in the design and construction of civil and mechanical works and has worked in both live projects and disputes located in the UK, Europe, Middle East, Africa, Asia, South America, and Oceania. Based in Dubai, he specialises in advising clients in relation to engineering and construction projects that have failed to meet time expectations, in particular in the analysis of delay and disruption, providing advice to owners and contractors in relation to the management of construction and engineering projects, undertaking investigations into suspicions of fraud and financial irregularity, financial procedures and project controls.
During the last 17 years, Mr. Loayza has provided advice to project owners, contractors, subcontractors, funders, consultants, and other stakeholders in relation to delay and disruption to major capital projects in both the public and private sectors both in the UK and internationally. He is experienced across a broad range of project sectors including power generation, data infrastructure, real estate, oil and gas, transport infrastructure projects, offshore construction, shipping, government, and public sector projects.
Mr. Loayza has been appointed numerous times as expert witness in relation to delay and disruption in adjudication, international arbitration (ICC, DIAC, LMAA, SIAC, Ad Hoc, and CAM), and litigation and has given written and oral testimony (in person and virtually) multiple times before the High Court of England and Wales (TCC), and in international arbitration (both in English and in Spanish).
Mr Loayza has previously gained practical experience working for an energy infrastructure construction contractor in South America where he specialised in the construction of transmission lines, power plants and substations. Mr Loayza was involved in all aspects of those construction projects from initial estimating and procurement, through planning and delivery of projects and close out of disputes relating to time and cost issues after completion.
